The first phase is workload assessment: cataloguing every application, database, and service that will be affected. For each workload, you need to document dependencies, data sensitivity classification, performance requirements, and current resource consumption. This inventory drives every subsequent decision — migration strategy per workload, target Azure services, networking design, and cost estimation. Skipping this step is the single most common cause of migration project overruns.

Data sovereignty is a particular concern for Malta enterprises in regulated sectors. Understand which Azure regions satisfy your data residency requirements. For most Malta organisations, the EU West and EU North regions provide adequate proximity and compliance, but specific sectors — notably financial services and public sector — may have prescriptive requirements about data location that must be validated before architecture design begins.
